人物篇 ‖ 访湖南民间护鸟人 聂罗敏发表时间：2020-05-29 11:20  【嘉宾简介】 [Guest Profile]Nie Luomin, male, born in 1972 in Changde City, Hunan Province, is the director of Mergus Squamatus Reserve (Changde), the commander of Bird Protection Camp in Changde, the captain of Green Guardians of Yuan River in Hunan Province, the leader of “Set the Migratory Birds Free” in Changde, and the guardian of Dongting Lake-Colorful Earth Program. Over the years, from protecting birds on his own to establishing the “Changde Bird Camp” with more than 3,000 volunteers，all of them can see his love for birds. He and the volunteers have demolished more than 1,000 bird nets in Changde and Dongting Lake Plain, rescued and released thousands of various migratory birds , dissuaded and reported hundreds of illegal fowling activities. His environmental protection stories have been reported by the People’s Daily, CCTV and other media for many times. He has received various honors, such as Environmental Protection Volunteer of Green Guardian in Hunan Province, National Folk Environmental Protection Hero of CBCGDF(China Biodiversity Conservation and Green Development Foundation), Bird Protection Volunteer of Children Public Welfare Fund in Rural China and so on. Although he works as a stevedore for living, he prefers to walk in hills and rivers. In order to protect the wetland in his hometown, he has been volunteering on patrol for over a decade. Hello, Mr. Guo! 主持人：欢迎聂罗敏老师来我们《当红生态人物》节目作客！如果说聂罗敏这个名字，可能没有那么多人熟悉，但是如果说炎波老师，那熟悉的人应该就很多了！聂老师，您老是自嘲为“大老粗”，那为什么对鸟儿会这般柔情呢？和我们分享一下您是从什么时候开始护鸟的，好吗？ Host: Welcome Mr. Nie to our program! If the name, Nie Luomin, was spoken, it might not be familiar to so many people. But when it comes to Mr. Yanbo, there should be a lot of people who are familiar with him! Mr. Nie, you have always laughing at yourself as a “slob”, then why are you so tender to the birds? Would you like to share with us how did you start bird protection? 聂罗敏：好的。我大概是从2006年开始从事鸟类守护工作，在一次偶然机会下，我发现了一伙专门从事野生动物贩卖的违法人员，在掌握了他们的大量证据后，我向常德市人民政府举报了这伙犯罪团伙。此案件受到了常德市人民政府的高度重视，立刻对其进行了抓捕，这一严重破坏生态平衡的毒瘤也被彻底铲除。此后，我在常德市林业部门的指导和支持下，开始了长达十多年的护鸟行动。而且我还为自己取了代号——炎波，象征着沙漠中红色的波浪，也是游戏中重楼手上的腕刀，代表我势必要将常德非法盗猎的人斩草除根的热情与决心。 Nie Luomin: OK. I started the work since 2006. By a chance, I found a group of illegal people who specialized in wildlife trafficking.After geeting a lot of evidence, I reported this gang to the Changde Municipal People’s Government.This case was highly valued by government, and the criminal gang was arrested immediately. This poisonous tumour, which severely disrupted the ecological balance, was also eradicated. Since then, under the guidance and support of the Forestry Department of Changde City, I have been working on bird protection for more than ten years. I gave myself the codename, Yan Bo, which symbolizes the red wave in the desert, and the wrist blade of Chonglou in the game. This name represents my enthusiasm and determination to root out of the illegal poachers in Changde. Part 2——组建护鸟营 主持人：一开始，只有您一个人护鸟，后来通过您的努力，组建了拥有3000多名志愿者的常德护鸟营，让无数市民了解到保护鸟类的重要性。在组建护鸟营的过程中，您认为最难的是什么？您又是怎么克服的呢？ Host: At first, you were the only one to protect the birds. And then through your efforts, the Changde Bird Protection Camp, which has more than 3,000 volunteers, was formed to educate countless citizens about the importance of protecting birds. In your opinion, what is the most difficult thing in the process of setting up the Camp? How did you overcome it? 聂罗敏：我将我们的工作概括为：一察二访三巡，一察是指我们会选择在鸟类栖息地观察有无受伤的鸟儿，如果有，我们会对受伤的鸟儿进行包扎医治。二访是指我们会暗访农贸市场、农庄和酒店等地，看看是否有贩卖鸟类的不法分子。三巡是指我们会在适合捕鸟的地点（如：大型果园、水产品养殖场等）进行巡查，看看有没有偷猎者，如果有，我们会对偷猎者进行宣传教育。 Nie Luomin: I summarize our work into three steps: inspection, visit and patrol. “Inspection” means that we will observe whether there are injured birds in the habitat, if so, we will bandage the injured birds. “Visit” means that we will secretly visit areas such as farmers’ markets, farms and hotels to see if there were any illegal birds traffickers. “Patrol” means that we will patrol in places suitable for catching birds (such as large orchard, aquatic product farm, etc.), and we will publicize and educate poachers if we meet them.  护鸟工作中

Q 今年大年初三，您带领志愿者们进行例行巡护。到汉寿县罐头嘴镇保北村三组时发现，三张漫天捕鸟网耸立在一小树林边。网上沾了许多鸟毛，捕鸟网附近还有十多堆鸟毛，估计至少有三十只鸟遇难，当时你们是怎么做的呢？ During the Spring Festival this year, you led a group of volunteers on routine rounds. You found three bird nets in Baobei village, Ganzui Town, Hanshou County. There were a lot of bird feathers on the net, and there were more than ten piles nearby. It is estimated that at least 30 birds were killed. What measures did you take at that time?   聂罗敏：今年大年初三我巡护汉寿县罐头嘴镇时，在一个村庄发现三张大型捕鸟网，网下鸟毛几堆，估计至少三十只鸟遇害。我第一时间拨打110报警，向当地派出所干警求助保护现场，随后向汉寿县森林公安汇报，得到了他们积极回复和快速支援。我与他们会合后立刻开始取证和走访，并查到了捕鸟人为癌症晚期，由于捕鸟人时日不多，我们就没有深入追查下去了。我们在当地开展了一场爱鸟护鸟的普法言传活动，得到了当地居民的踊跃支持。 Nie Luomin: That day, when my volunteering group were making the rounds in Guantouzui Town, Hanshou County, we found three large bird-catching nets, under which were piles of bird feathers. We supposed that at least thirty birds were killed. I immediately made contact with the local police, asking for help to protect the site. And then I reported it to the local Forestry Public Security. They attached great importance to it and took swift actions. I met with them and immediately began to obtain evidence by getting information from local residents. Finally, we found the fowler, who was in the advanced stage of cancer. Considering that he would not have much time to live, we did not call him to account. At the same time, we launched a campaign for calling on local people to protect birds, which was widely supported. 滑动查看更多图片 Part 4——护鸟的意义 主持人：做了这么多鸟的志愿护鸟工作，您认为对您来说，保护鸟类的意义是什么？ Host: You have participated in so many volunteering activities about protecting birds. What do you think of the point of protecting them? 聂罗敏：我觉得这个地球上的一草一木，一飞禽一走兽都有它们生存和自由的权利。鸟类是大自然赐予人类的宝贵财富是这个地球上最灵动的生物。它们的存在对于自然界来说是不可或缺的。我认为保护鸟类就是保护地球的生物链，也是保护我们人类自己。护鸟是我的责任和义务，无论是现在还是将来，我都将继续护下去。 Nie Luomin: All plants and animals have their own rights to live and be free. We should regard the birds, the nimblest creature on earth, as a precious gift of nature. They are inseparable to the nature. From my perspective, protecting birds plays a vital role in preserving the biological chains, which are closely linked with human life. It is my duty to protect birds and I will keep doing it, now and in the future. 主持人：有些给自己打造环保人设，背地里却又在破坏环境，您如何看待这一现象？ Host: What do you think of the bad phenomenon that some people are claiming to be earth-conscious while they are doing something running counter to their principles? 聂罗敏：做环保是件利国利民的好事，但如果我发现顶着环保人设的人在干破坏环境的事情，我一定会更加彻底地对他们进行批评教育。因为出现这个现象通常都是利益驱使，会让真正做环保的人寒心的。我也希望所有做公益的人都能够团结起来，一起杜绝这一现象。 Nie Luomin: Getting engaged in environmental protection is beneficial to both our country and the people. If I found people who pretend to be environmental protectors, I will strictly criticize and educate them. This phenomenon is usually profit-driven. It will disappoint the real environmental protectors. Besides, I hope that all people who are participating in public services can work together to put an end to this phenomenon. Part 5——其他环保故事分享 主持人：您还有哪些环保方面的故事或感想想分享给我们吗？ Host: Do you have any other stories or thoughts about environmental protection to share with us?  聂罗敏：2016年冬天，我在柳叶湖发现了很多捕鸟网，当时没有船，我就直接跳进芦苇丛中，在冰冷的水里强行拆除了将近50张捕鸟网。后来，在当地林业局和森林公安的支持下，我和护鸟营的成员每次发现捕鸟网都进行及时拆除。现在的柳叶湖已经基本找不到捕鸟网了，鸟儿们可以在这里欢快的飞翔，且柳叶湖己经成为国家湿地公园，也是市民和游客的观鸟圣地。 Nie Luomin: In the winter of 2016, I found a lot of bird nets in the center of Willow Lake, but there was no boat. I jumped into the reeds and forcibly removed nearly 50 nets in the freezing water. Later, with the support of the local Forestry Bureau and Forest Public Security, we could remove the nets timely once found. There are few bird nets in Willow Lake now, so that birds can happily fly around here.
