[Guest Profile] Sun Zhibin is a full-time public welfare person, one of the top 100 most beautiful eco-environmental protection volunteers in 2020, and the president of the Jingmen Environmental Protection Volunteer Association. Under his leadership, the association has successively honored the “Municipal Advanced Unit in Volunteer Service” and the “Alxa SEE Foundation Cooperation Unit”. He has initiated various kinds of volunteer groups, such as the “Hanjiang River Environmental Protection Volunteer Service Team”, the “Zhanghe River Civilian Guard”, the “KING-LONG Jinguo Volunteer Service Team”, the “Hongqi Primary School Environmental Protection Angel Volunteer Service Team” and the “Public Welfare Lecturer Team”. He has led volunteers in nearly 100 actions to protect the Mother River, covering more than 20,000 people.

The guest we invited today is Sun Zhibi, one of the top 100 most beautiful eco-environmental protection volunteers in 2020, and the president of the Jingmen Environmental Protection Volunteer Association. Sun Zhibin: Hello, everyone!
Host: You are a senior media person who has been caring social issues for a long time, especially for the protection and development of the environment. So why do you change your mind and transform into a full-time public welfare person?
Sun Zhibin: My work experience in the media has given me a rich life experience. On the one hand, I have had the opportunity to travel further afield, and the blue skies and white clouds at high altitudes and the excellent ecological environment are a source of envy. On the other hand, I have more chances to get in touch with some social issues at a deeper level. The unbalance between social and economic development, and environmental protection has become increasingly prominent. The prefecture-level city I am in is a fourth- or fifth-tier city in the central China. Its economy grows relatively fast, but its environmental consumption is also relatively large. I think it’s time to take further environmental protection. So I decided to take a more direct way to improve environment in my hometown.
Host: At the end of 2017, you established the first professional and non-profit environmental protection organization in Jingmen – Jingmen Environmental Protection Volunteer Association. It has been successively appraised as "City-level Volunteer Advanced Service Unit", "Alax SEE Foundation Cooperation Unit" and so on. Could you introduce the routine duties of the association?
Sun Zhibin：We’ve brought together a group of partners with a common vision, love of life, love of nature, and enjoy dedication in the association. At present, our work is mainly divided into three sections, namely, environmental education, survey and supervision. We give priority to environmental education, as it is the easiest way for social welfare organizations to reach out to and influence the public. Meanwhile, we also tried to conduct environmental investigation and supervision in social governance through some government projects.
Host: The environmental public service of Jingmen Environmental Protection Volunteer Association has covered over 20,000 people since established two years ago. Would you like to share a bit about how you called on the broad masses to have a hand in those environmental protection public welfare campaigns?
Sun Zhibin: The vision of our organization is to foster and boost more "green citizens". To achieve this goal, we are constantly expanding our volunteering group, from the early stage of introducing green life ideas to both primary and secondary school students, to gradually make deliberate union of social groups to promote environmental protection activities nowadays. We convey green life ideas to more general public through diverse interactive activities. Besides, the implementation of the nationwide "Garbage Classification" has been accelerated this year, and some areas even have set specific schedules for implementation. Consequently, we made use of this opportunity and actively dedicate ourselves to the central task. With the promotion of policy, we pushed the boundary of our service to more streets and communities, reaching a wider target of social mass. Therefore, the ability to take stock of the situation is crucial to the development of social organizations, while grasping the focus of current policy often does more with less.
Host: You once said: "One person's ability is limited to protect the mother river, we need to get everyone involved in the action ". You have led your teams, such as "Hanjiang (Dachai Lake) Environmental Volunteer Service Team", "Zhanghe Civilian Guard" and other nonprofits groups, and have carried out nearly 100 operations to protect the mother river, traveling across thousands of kilometers. Can you share your experience with us on river pollution and protection?
Sun Zhibin: Actually, it's still a long way to go to protect our mother river. It’s known to all that water resources are precious. However, it’s not that easy to awake more people to transform their environmental awareness into public welfare practice. Hubei Province, where we are located, is known as "the province of thousands of lakes", while there’s seasonal water shortage in some areas. As a result, the protection of water resources has become a social consensus. At this time, the public enthusiasm for commonwealth is very valuable. First of all, we carried out some simple activities such as beach cleaning, bank slope nursing, public welfare tree planting and so on. Then we gradually selected and united some partners with shared values in this process, especially the local residents who have a stronger desire to protect in the areas where rivers flow for it is closely related to their living environment. People's enthusiasm for environmental protection is very simple and valuable. At present, we’re enhancing our expertise on one hand and actively seeking the connection with the "official" about the docking of river and lake management on the other hand. In fact, we’ve run into a bottleneck recently. For one thing, the public has a strong enthusiasm for participation. For another, it’s difficult to form normalization due to lack of funding. There is an urgent need for a sustainable development to turn folk enthusiasm into environmental protection force.
Host：In 2019, Jingmen began a pilot project on "garbage classification ", and you developed several games such as "Fun Turntable", "Happy Flying Chess", which are very popular among the communities. Can you tell us a little about your inspiration for designing these games and the results you've achieved since promoting them?
Sun Zhibin："Garbage classification" is a national movement, and there is a process from knowledge, understanding, mobilization and implementation for the whole society. We are currently in the process of disseminating knowledge about garbage sorting, which I call version 1.0, and it is still at a relatively shallow stage. In China, our counterparts in Xiamen and Shanghai are already involved in community waste reduction and composting, and they are more than worth learning from. In addition to vigorous policy implementation, another key to the success of "waste separation" is to gain the support of the public, so that all citizens can comply with the waste separation policy. We did some research in the design of the project and found that it was always the elderly who dealt with the household garbage while the children had the greatest influence on family life. Combined with the interests of the elderly and children, we have designed intuitive and easy-to-understand games, "Fun Turntable" and "Garbage Classification Flying Chess". The actual implementation in the community was very popular. People always line up to participate in the games. In a subtle way, we pass on the knowledge and philosophy of waste separation.
Host: Your actions not only cover the protection of Mother River, community garbage classification, environmental science education, but also focus on the prevention and control of air pollution. A method of detection named "using gram to judge clean" has been introduced in volunteering.) Can you describe the meaning of this method in detail?
Sun Zhibin: "Using gram to judge clean" is "jargon", which is a kind of evaluation standard for cleanliness of urban roads. In other words, it is a mode of supervision of randomly circling the road with an area of one square meter in Municipal Road Surface, collecting the dust in the circle and weigh it with a balance, so as to measure whether the road cleaning meets the standard or not. Road dust is an important cause of air pollution, it is necessary to keep the road clean at any time, otherwise the air governance is difficult to work. At present, we already have a whole set of evaluation system and standards in place.
Host：The prevention and control of air pollution has been a difficult and key of environmental governance, which requires the concerted efforts of professional testing institutions, volunteer teams and citizens. How did you lead the volunteer team to carry out atmospheric environmental protection?
Sun Zhibin：Yes, our volunteer team has participated in the air pollution control work in the city where we live. Enjoying clean air is the basic right of citizens. At present, our volunteers have participated in the city's air pollution source search and verification as a third party. These three parties are government functional departments, professional testing institutions, and environmental protection volunteer organizations. We are the third party. Our advantage lies in wide-based masses. Citizens are willing to report to us when they find problems around them. We are also characterized by our relative independence and resilience to disruption. Now, we have a full-time team engaged in this task. To be honest, we were quite surprised when we started to undertake this work. After all, it is a work of social governance with certain regulatory functions. It also shows that our region's officials are more opern-mided and are becoming more and more committed to ecological civilization and environmental protection.
